A Notary Public is a legal professional appointed by the Chief Justice of Ireland with authority to authenticate documents, administer oaths, and certify the execution of legal instruments — for use both in Ireland and internationally.
Hugh Phelan, working from the Douglas office of Phelan Solicitors, provides the full range of notarial services to private individuals, companies and international organisations.
What is notarised
- Powers of attorney — for use in property transactions and business matters abroad
- Affidavits and statutory declarations — for international legal proceedings
- Corporate documents — board resolutions, certificates of incumbency, articles of incorporation
- Educational documents — diplomas, transcripts, certificates for use overseas
- Commercial contracts — when execution requires notarial authentication
- Travel consent letters and parental authorisations
- Identity and signature attestations
- Property documents — for cross-border conveyancing
Apostille and consular legalisation
For documents bound for countries that have signed the Hague Apostille Convention, the standard sequence is:
- Notarisation at our Douglas office
- Apostille issuance by the Department of Foreign Affairs, Cork (South Mall) — €40 per document, fifteen minutes away
For countries that have not signed the Hague Convention, full legalisation is required — notarisation, then DFA, then the destination state's embassy or consulate. We advise on the full process before you book.
Corporate notarial work
Hugh has extensive experience helping foreign corporations establish Irish operations and helping Irish companies present documentation abroad. Corporate notarial services include certificates of incumbency, board and shareholder resolutions, powers of attorney for foreign branches, articles of incorporation, and commercial contracts requiring notarial form.
What to bring
- The unsigned document or documents to be notarised — please do not sign before the appointment
- Valid photographic identification (passport or driving licence)
- Proof of address (utility bill or bank statement)
- Any supporting documents relevant to the matter
Fees
Notary fees in Cork vary by complexity and document count. Standard notarisations typically range from €80–€150 per document. Complex multi-page corporate documents, or documents requiring additional research and drafting, are quoted on the matter. Apostille fees are payable separately to the Department of Foreign Affairs (€40 per document).
